Initiating prayer at the beginning of its prescribed time is superior, but it is permissible to delay it until the end of its time, as long as it does not exceed the legally defined period. The proof for this is that Jibreel prayed with the Prophet (peace be upon him) at the beginning of the time and at its end, and then said: "What is between these two is all time."
However, intentionally delaying prayer without a legitimate excuse until its preferred time has passed and the time of necessity has begun is considered a sin. Nevertheless, the prayer is still considered performed (ada') and not made up (qada').
