Is it permissible to recite the aforementioned supplication in its entirety?

This supplication is among the incantations (ruqyahs) that are not mentioned in the Quran or the Sunnah. Supplicating and performing ruqyah with that which is not mentioned in them is permissible, as long as it does not involve polytheism (shirk), something that violates the Sharia, or incomprehensible words. One should avoid this supplication and performing ruqyah with it, because it contains ambiguous and incomprehensible words; in fact, it might even imply a false meaning, as it could be understood as seeking refuge in Jibreel, Mikaeel, Israfeel, and Muhammad (peace be upon him), which is polytheism (shirk). It is advised to adhere to the supplications, remembrances (adhkar), and incantations (ruqyahs) that are found in the Book of Allah the Almighty and the Sunnah of His Messenger (peace be upon him).
