Does the word "buzuughiha" (بزوغها) in a previous fatwa concerning the time of Duha prayer refer to the time of sunrise or something else?

The intended meaning of "sunrise" (buzoogh ash-shams) is its appearance or the beginning of its ascent from the horizon. This time is one of the prohibited times for prayer until the sun has risen to the height of a spear (estimated at about a quarter of an hour after sunrise). After that, supererogatory prayers become permissible. The time for the Duha prayer begins from the end of this prohibited time until just before zawal (midday).
