Do the funds that the husband allocated for his wife's security count as an inheritance for the heirs, or are they a right for the wife based on his statement, "for your security"?

The money is an inheritance to be divided among the legal heirs, and it does not belong to the wife. This is because the husband's statement "to secure you in your life" is not explicit as a will or a gift. If he intended it as a will, it would be for an heir and thus forbidden by Sharia. If he intended it as a gift, and the wife did not take possession of it during his lifetime, it becomes void upon his death.
