How can the rights of individuals who have been assaulted or whose property has been pelted with stones be restored, given that they cannot be reached or the extent of the damage is unknown?

Rectifying injustices is a religious obligation and a condition for repentance regarding the rights of others. Communicate with those you have wronged and ask for forgiveness. For those you cannot reach, seek forgiveness for them. This is sufficient for you, for Allah does not burden a soul beyond its capacity. Your feeling of inability to study due to preoccupation with this matter is a whisper from Satan; cast it away from you and strive diligently in your studies and work. Trust in Allah's acceptance of the repentance of sincere penitents, for He says: "And it is He who accepts repentance from His servants."
