Is it permissible to kill a disbeliever who has insulted Allah, Islam, and Muslims and distorted their image through satellite channels?

Cursing Allah Almighty removes the immunity of a monotheist Muslim; how much more so for a disbeliever. However, individuals are not permitted to kill someone who curses the religion; rather, this is a task for the ruler, due to the greater evil that might result from actions taken by individuals. The matter must be referred to the scholars in the country to consider what is appropriate.
