What is the ruling on asking people for something by invoking matters such as "the right of companionship," "neighborliness," or "manliness"?

The statement "by the right of the womb" (or kinship) and similar phrases is forbidden if it is in the form of an oath by other than Allah. However, it is permissible if it is in the form of seeking intercession (tawassul) and appeal; meaning, requesting consideration for the right of kinship. This is supported by the verse: (And fear Allah, through Whom you ask one another, and the wombs [kinship]) An-Nisa/1, according to the reading where "al-arham" (the wombs/kinship) is in the genitive case.
