Is it permissible to build a poultry farm on a plot of land with an area of 8000 square meters, knowing that the law requires 10,000 square meters, and that neighbors are building despite not having the required area?

The basic principle is that the owner has the right to dispose of his property. Obedience to the ruler (wali al-amr) is obligatory in restricting permissible matters if a benefit is identified or preponderant. However, if the laws lack public and private benefit, and no harm or discord results from their contravention, then there is no objection to building. Obedience to the ruler is in matters that are শরعية (religiously lawful), or when disobeying him leads to great corruption, or when there is a general public benefit. Otherwise, compliance is not obligatory except outwardly, only for fear of discord and harm.
