If the doves are domesticated and owned, it is not permissible for you to take them, hunt them, or raise them except with the permission of their owner, even if they eat from your property or cause nuisance and mess.
You are permitted to use a means to prevent them from your home or food by scaring them away and not making the place conducive for them.
Domesticated doves are the property of their owners. Whoever acquires them guarantees what they pick up of grains belonging to others. It is not permissible to seize someone else's bird with the intention of owning it.
