Is it permissible to give charity on behalf of the deceased to a sister who is indebted and has limited income?

It is permissible to give money to a sister as a charity on behalf of the father, and this is better and more deserving, especially if the sister is in debt, due to the saying of the Prophet, peace and blessings be upon him: "Charity given to a poor person is charity, and charity given to a relative is both charity and upholding the ties of kinship."
