What is the meaning of the saying, "He places his hand on the base of the penis from beneath the testicles, then strokes it up to its head, then shakes his penis three times gently," and Ahmad's saying, "When you perform ablution, place your hand on your lower parts, then stroke what is there until it comes down, and do not let that be a concern of yours, and do not pay attention to suspicion"?

The words mentioned by Ibn Qudamah in Al-Mughni explain how to perform istinja' (cleaning oneself after urinating or defecating). The person performing istinja' places his hand at the base of the penis, underneath the testicles, then wipes its upper part, then shakes it three times. Al-Mubdi' clarified this by stating that one should place the middle finger under the penis and the thumb above it, from the confluence of the veins to its tip, to prevent any moisture from remaining, then gently shake it three times.

It is advisable not to pay attention to waswas (obsessive whispers), and to get rid of them, it is recommended to sprinkle water on the private parts and trousers after istinja'. Hanbal reported that Ahmad said: "When you perform ablution, take a handful of water and sprinkle it on your private parts, and do not pay attention to it, for it will go away, Allah willing." It was also narrated from Abu Hurairah that the Prophet, peace and blessings of Allah be upon him, said: "Gabriel came to me and said: 'O Muhammad, when you perform ablution, sprinkle water.'"
