It is permissible to supplicate against oppressive rulers, as they are like all other oppressors, based on the words of Allah Almighty: "Unquestionably, the curse of Allah is upon the wrongdoers," and the words of the Prophet, peace and blessings be upon him: "O Allah, whoever is given charge of any matter of my Ummah and causes them hardship, then cause him hardship." As for reviling them, it is forbidden, except for one who has been wronged, based on the words of Allah Almighty: "Allah does not like the public utterance of evil, except by one who has been wronged."
