Manipulating the electricity meter is forbidden and requires repentance, because paying for this service is obligatory, especially since contracts often stipulate the prohibition of such actions. Therefore, it is necessary to fulfill the condition, as the Prophet (peace be upon him) said: "Muslims are bound by their conditions." Repentance is complete by absolving oneself of the money. If it belongs to a private company, it must be returned to them. If it is public money, it must be disposed of by spending it on charitable causes.
