Is Allah established on the Throne, as stated in Surat Ta-Ha and Yunus, or is He in the heavens and the earth, as stated in Surat Az-Zukhruf?

The verse from Surah Az-Zukhruf, "And it is He who is God in the heaven and God in the earth," means that He is the God of those in the heavens and the earth, and He is the one worshipped in both, as clarified by the imams of knowledge. As for the other two verses, they indicate that Allah Almighty is characterized by loftiness and His establishment upon His Throne above His heavens. So, He is above everything, distinct from His creation. This is what the Salaf unanimously agreed upon and what the texts of the Quran and Sunnah indicate, such as His saying, "Glorify the name of your Lord, the Most High," and "Then He established Himself on the Throne."
