Allah, glory be to Him, is above all His creation, as indicated by the Qur’an, the Sunnah, and the consensus of the Salaf. The meaning of His saying, may He be exalted: (Who is in the heaven), is that He is upon it and above it, and above the Throne, which is the ceiling of all creation. Thus, He, glory be to Him, is high above His creation and is not encompassed by any part of them. The Kursi (Footstool) is greater than the seven heavens, and the ‘Arsh (Throne) is greater than the Kursi. There is no contradiction between His being in the heaven and His rolling up the heavens and the earth on the Day of Resurrection.
