What is incumbent upon one who swore an oath by Allah regarding the facilitation of a specific matter, saying, "By Allah, You shall facilitate the swift acquisition of my wife's visa," and then regretted this oath, relying on the Hadith "Were he to swear an oath by Allah, He would fulfill it for him"?

A servant should supplicate frequently with sincerity and devotion. The hadith: "Indeed, among the servants of Allah are those who, if they were to swear by Allah, Allah would fulfill their oath," does not apply to all servants of Allah. Rather, it is specific to those whose status and rank are great in the sight of Allah Almighty. Its meaning is that Allah honors them by answering their supplications and protecting their oaths from being broken, or that the "oath" here means supplication and its fulfillment is its answer. This type of oath is permissible in what a person believes to be true, and it resembles swearing to another person that they will do such and such.
