Is it permissible to apply for a passport that requires submitting a medical report proving illness, knowing that I am not ill?

Lying is a sin by which a believer is not characterized. However, it may be permissible if there is a need and the desired praiseworthy objective cannot be achieved except through lying. In such a case, it is permissible if the achievement of that objective is permissible, and it becomes obligatory if achieving it is obligatory. So, if there is a need to submit a medical report stating that you are ill and you find no other means, there is no blame upon you.
