Why do IVF procedures continue to fail despite performing Istikhara prayer with the intention of stopping if the procedure will not succeed?

The description of Salatul-Istikharah (the prayer for guidance) is mentioned in Fatwa no. 66420, and what a person who performs Istikharah should do afterward is explained in Fatawa no. 119900 and 102467. What happens to the person performing Istikharah is not necessarily due to a defect in the Istikharah itself. Rather, the tribulation might be for their own good and for attaining a higher status through patience. One must continue performing Istikharah, consult experienced individuals, persist in supplication to Allah, and be content with what Allah decrees, for in His decree lies goodness, mercy, and benefit.
