What is the ruling on writing "I love you" with henna on the hand?

Writing that is contrary to modesty (hayaa'). If a woman were to write it to her husband, her father, brothers, or others might read it. The Prophet, peace and blessings be upon him, said: "Modesty is part of faith," and "Modesty is entirely good." He was more modest than a virgin in her seclusion.
