What is the ruling on a wife remaining in her family's home without her husband's consent, claiming discomfort with the city they live in?

If a wife leaves her husband's home without his permission and without a legitimate Shar'i excuse, she is rebellious (nashiz) and sinful. Her mere disinclination to live in the city is not an excuse.

The husband is advised to continue counseling her to return. If he is able to move to a city that the wife finds acceptable, he should do so. If relocation is not possible, then divorce might be the better option, or patience and an attempt to resolve the issue. Mere separation does not constitute a divorce.
