Is saying "لا حول الله" (There is no might except in Allah) instead of "لا حول ولا قوة إلا بالله" (There is no might and no strength except in Allah) considered an act of disbelief (kufr)?

The saying "لا حول الله" (There is no might of Allah) is a deficient abbreviation of "لا حول ولا قوة إلا بالله" (There is no might nor power except with Allah). Whoever hears it should advise the speaker to use the correct phrasing. Ibn 'Uthaymeen held that this saying is an error in expression and should be corrected to the intended phrasing. Al-Barrak adds that the speaker's intention is good, but they erred out of ignorance, and he calls for teaching the legal phrasing and its meaning to those accustomed to saying it.
