The Sudanese dress is considered শরعي (religiously lawful) if it fulfills the conditions required for lawful attire. These conditions are mentioned in no. 33125. If any of these conditions are violated—for example, if it is ornate, or tight and describes the woman's body, or does not cover her entire body—then it is not considered lawful attire.
