What is the authenticity of the hadith: "O people, upon every household each year is an Udhiyah and an Atirah. Do you know what the Atirah is? It is what you call the Rajabiyyah"?

Scholars have differed on the authenticity of the hadith "There is no fara' or atira," and its weakness. Those who authenticated it said it was abrogated by other hadiths, while others—including Imam Al-Shafi'i—are of the opinion that the fara' and atira are recommended, interpreting the hadith "There is no fara' or atira" as negating obligation, not absolute negation, or as negating what the Arabs used to slaughter for their idols, or that they are not like the sacrifice (udhiyah) in terms of recommendation. Other hadiths have been reported supporting their non-obligation or the goodness of performing them, such as the saying of the Prophet, peace and blessings be upon him: "Whoever wishes may slaughter an atira and whoever does not wish may not slaughter an atira; and whoever wishes may slaughter a fara' and whoever does not wish may not slaughter a fara'."
