What is the ruling on shortening and combining prayers for the people of Makkah during Hajj, and is a sacrifice incumbent upon whoever does so?

The pilgrim residing in Mecca for work, if performing Hajj as a Mutamatti', is obligated to offer a Hady (sacrificial animal). As for the Meccan resident, the majority of scholars do not permit him to shorten prayers. However, it is permissible according to the Malikis, and whoever agrees with the view of some scholars, his prayer is valid and nothing is incumbent upon him. Regarding combining prayers in Mina, if there is no valid religious justification, such as illness, it is not permissible. If you combined prayers by advancing them and it was not permissible, you must make them up. If it was by delaying them, then it is considered a missed prayer (qada') and not a performance (ada'). A pilgrim arriving from Egypt to Mecca for Hajj or 'Umrah must enter into ihram from the miqat and not delay the ihram until Mecca.
