Is it permissible to prioritize performing the Tarawih prayer over the rituals of Umrah when the time for Tarawih prayer begins in Ramadan?

It is recommended for whoever enters the Sacred Mosque to begin with circumambulation (Tawaf), unless they fear missing an obligatory prayer, or a regular or emphasized Sunnah prayer, or missing the congregational prayer for it, in which case they should prioritize the prayer over Tawaf. The Tarawih prayer is among the emphasized Sunnahs. Therefore, it is preferable for the pilgrim to join the Tarawih prayer with the congregation, and then begin with Tawaf and the rituals of Umrah.
