What is the ruling regarding someone who performed Umrah but could not complete its rituals due to severe overcrowding and old age, knowing that he did not recite the supplication: "If I am prevented [from completing it by] a preventer"?

If someone enters into ihram (definition) for 'Umrah (definition) but is unable to complete its rituals, they must remain in their state of ihram and are not permitted to exit it, in accordance with the Almighty's saying: "And complete the Hajj and 'Umrah for Allah." If they return to their country without completing the circumambulation (tawaf (definition)), they remain in their state of ihram until they come back to Makkah and complete their 'Umrah.

However, if there is an illness or an incapacity that prevents them from completing it, and they did not stipulate at the time of ihram, "If a barrier prevents me, then my place of exiting ihram is where I am prevented," then they may exit their ihram, slaughter a sacrificial animal (hady), and shave their head. In this case, the ruling of the one who is prevented ('muhsar') applies to them, based on the general meaning of the Almighty's saying: "And if you are prevented, then [sacrifice] what can be obtained with ease of the sacrificial animal." This prevention ('ihsar') includes being prevented by an enemy or by other means (such as illness or loss of sustenance). They are not obligated to make up this 'Umrah.
