If the inability is continuous and he cannot complete it, then he exits his state of ihram, slaughters a sacrificial animal (hady), shaves his head, and the ruling of one who is prevented (muhsar) applies to him. Prevention (ihsar) includes inability due to an enemy, illness, or loss of provisions. He is not obligated to make up this 'Umrah.
