The answer

One who has entered into ihram for 'Umrah and is unable to complete it due to illness remains in his state of ihram until he is able to complete it. It is not permissible for him to terminate it, based on the words of the Almighty: "And complete the Hajj and 'Umrah for Allah." If the inability is continuous and he cannot complete it, then he exits his state of ihram, slaughters a sacrificial animal (hady), shaves his head, and the ruling of one who is prevented (muhsar) applies to him. Prevention (ihsar) includes inability due to an enemy, illness, or loss of provisions. He is not obligated to make up this 'Umrah.
