What is the ruling on a man who leads the prayer, acts as imam for the people, and calls the adhan, but prevents non-employees from calling the adhan and the iqamah?

If the muezzin is appointed by the ministry or the superintendent, or if he is accepted by the people, then he has the most right to call the adhan and the iqamah, and he has the right to prevent others. However, if he is not appointed, he has no right to prevent others, and the one who comes first to call the adhan is given precedence. If two people come at the same time and neither gives way to the other, then lots should be drawn between them, based on the Prophet's (peace and blessings be upon him) saying: "If people knew what was in the call (to prayer) and the first row (in prayer), and they found no other way to get it except by casting lots, they would cast lots for it."
