Does an oath become binding by intention, without explicit declaration, upon saying: "By Allah, I will not do it"?

An oath is not established by mere intention of the heart; rather, it must be uttered verbally to be binding, such as saying: "By Allah, I will do such and such." However, saying "By Allah, I will not do" without specifying the thing is not considered an oath.
