Is it permissible to take a loan from Banque Saudi Fransi and refinance it?

If the French Saudi Bank in question is an interest-based (riba-based) bank, then it has established an "Islamic banking" window with a Shariah board composed of Sheikhs Abdullah Al-Manea, Abdul Sattar Abu Ghuddah, and Muhammad Al-Quray.

Accordingly, taking a loan from it is permissible if it is done through its Islamic banking window and adheres to Shariah guidelines. As for "refinancing," its ruling can be found in fatwas: 109655 and 97893.
