Is naming a girl "Quds" (Jerusalem) a form of commendation?

The name "Al-Quds" for a newborn girl can have two meanings: The first is purity, and this name is forbidden because it implies self-praise (tazkiyat al-nafs). The Prophet (peace and blessings be upon him) forbade naming "Barrah" for this reason and named her "Zainab". The second meaning refers to the city of Jerusalem (Al-Quds), and this is permissible as long as it does not imply self-praise. However, it is not recommended to use names of cities that are not customary, especially if there is a concern that it might be interpreted as self-praise.
