Who is Luka' bin Luka' mentioned in the noble Hadith: "The Hour will not be established until the happiest of people in the world is Luka' bin Luka'"?

The aforementioned Hadith was narrated by Ahmad and Tirmidhi, and authenticated by Al-Bayhaqi. "Luk bin Luk" refers to the ignoble son of an ignoble person, or one of despicable lineage and standing, or one whose origin is unknown and whose character is not praised. It originally referred to a slave and then came to be used for foolishness and dispraise. The meaning is that those who will take charge of the affairs of Muslims in the End of Times will be the most contemptible of people. This is further indicated by the Hadith: "Years of deceit will come upon the people, in which the liar will be believed, and the truthful will be disbelieved; the treacherous will be entrusted, and the trustworthy will be considered treacherous; and the Ruwaybidah will speak." It was asked, "Who are the Ruwaybidah?" He said, "The insignificant man who speaks about public affairs."
