What is the authenticity of the "Luk' bin Luk'" hadith, and what are its wordings and explanation?

Among the signs of the Hour is that the happiest people in this world and the most fortunate of them will be "lukʿ ibn lukʿ," who is the base and ignoble individual in his self, lineage, and ancestry, or one whose origin is unknown and whose character is not praised. This means that people of meanness, baseness, and corruption will gain control of affairs, possessing the world through coercion and ruling people with ignorance and caprice. This occurs due to the scarcity of people of virtue and knowledge and the prevalence of ignorance.
