What is the ruling on designing a program to search for CD covers, which are often used for movie covers? And how should I deal with my brother who asked me to design this program if it is impermissible?

It is permissible to create a program for searching for electronic disc covers, unless it is known that the user will employ it for forbidden purposes, such as searching for covers of prohibited cinematic films. In such a case, it is not permissible to create or sell it, due to the assistance it would provide in committing forbidden acts. This is in accordance with the Almighty's saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression." The brother should be frankly told the reason for refusing to create the program, which is that he will use it for a forbidden matter, and aiding in forbidden acts is legally prohibited. Furthermore, it is obligatory to advise him and forbid him from evil, as the Prophet, peace and blessings be upon him, said: "Whoever among you sees an evil, let him change it with his hand; if he cannot, then with his tongue; if he cannot, then with his heart—and that is the weakest of faith."
