Is it permissible to act sometimes upon one of two unweighted scholarly opinions concerning an issue, and sometimes upon the other?

Some scholars have held that if a layperson is faced with differing opinions from muftis and cannot discern which one is more authoritative, they are free to choose whichever opinion they wish. Acting sometimes on one opinion and at other times on another falls within the scope of permitting choice, provided that the change is not driven by whims. This view is strengthened by the permissibility of retracting a previous adherence to a particular opinion (taqlid).
