A man had intercourse with his wife after performing the Ifadah circumambulation but before throwing the pebbles. What is the ruling?

If "stoning" refers to stoning the Jamarat during the أيام التشريق (Days of Tashreeq), then intercourse is permissible before it, and there is no penalty for the one who performs it. However, if it refers to stoning Jamarat al-Aqaba on the Day of Nahr (Sacrifice) after the Tawaf al-Ifadah and Sa'i, then the Hajj is valid and not invalidated according to the majority of scholars. In this case, one must sacrifice a sheep as fidyah, and its meat should be distributed among the poor of the Haram.
