What is the ruling on reciting the Quran and performing the night vigil (Qiyam al-Layl) while a clear liquid continues to be discharged after urination for a long period?

The clear fluid after urinating may be madhiy (pre-seminal fluid). The default is that any discharge after urinating is wadiy (a thick, white discharge) if it is white and thick. This fluid does not fall under the ruling of سلس (incontinence) if it stops after twenty minutes. If this fluid exits during prayer, the prayer becomes invalid due to the nullification of wudu. It is permissible for a person in a state of minor ritual impurity (حدث) to recite the Quran without touching the mushaf, or to engage in any remembrance of Allah.
