Is it permissible for an elderly woman to go out to events wearing clothing that is above the elbows (half sleeves), knowing that she is illiterate?

A woman must cover her upper arms and forearms when leaving the house, and this ruling applies to women who have reached fifty years of age. As for the hands and face, scholars have differed regarding the permissibility of uncovering them if there is no fear of temptation. The husband is advised to fear Allah concerning his wife, counsel her with supplication, encourage her to listen to beneficial tapes, and tune in to religious radio programs.
