Is it permissible for someone who forgot to enter into a state of Ihram or was preoccupied on the airplane until he passed the Miqat, to return by car to the Miqat he passed in order to enter into Ihram from there?

If someone intending to perform Hajj or Umrah passes the Miqat without entering into the state of Ihram, and then enters into Ihram from a place further within the boundary (after the Miqat), he is obligated to offer a sacrifice (Dam). However, if he returns to the Miqat and enters into Ihram from there, then there is no penalty upon him.
