Is a diabetic who cannot fast obligated to pay the fidyah (expiatory feeding), and is it permissible for his parents to pay the fidyah on his behalf if he is unable to do so?

The young man should present his case to a specialized physician. If the doctor informs him that his mild illness does not affect his fasting, then he must fast and make up for the missed days of Ramadan since reaching puberty. He also owes an expiation for delaying the make-up fast for each day (approximately 750 grams of the staple food of the country), which should be given to needy Muslims.

If a trustworthy Muslim doctor determines that his illness is chronic, incurable, and he is unable to fast, then fasting is waived for him, and he must pay the fidyah (similar to the expiation for delaying the make-up fast). If he is unable to pay the fidyah, it is waived for him, and someone else may donate it on his behalf.
