Is it obligatory to pay a monetary fidyah for each day a chronically ill person misses fasting, and what is its amount in Kuwaiti Dinars? Is it permissible to pay it in cash at the end of the month and give it to a poor relative?

Fasting Ramadan (definition) is obligatory upon every adult, sane Muslim who is capable of fasting, is a resident (not traveling), and is free from religious impediments such as menstruation and post-natal bleeding. Allah has granted concession to the sick to break their fast if fasting increases their illness or delays their recovery. Fasting is waived for those with a chronic illness from which there is no hope of recovery, by agreement of the scholars. The more correct view is that they must pay a fidyah (definition), which is feeding one poor person for each day, with one mudd of food (approximately 750 grams of the staple food of the people of the land). It is not permissible to give the value in cash. The fidyah is waived if one is unable to pay it. It is permissible to give the fidyah to a poor maternal uncle.
