Is it permissible to pay money to an official to remove a criminal record from a person's police record in order to obtain a job?

If a person repents of their sin and reforms, Allah forgives them, and one who repents is like one who has no sin. Treating those who have repented in a way that cuts off their means of work and livelihood pushes them back to crime. Islamic law prohibits such treatment and commands that the hand of the repentant be taken. There is no objection to paying money to obtain a document that enables the repentant person to work, and the sin falls upon the recipient of the bribe, not the one who gives it.
