Is it permissible for the questioner to marry his paternal uncle's daughter, knowing that his other paternal uncle was nursed by the questioner's mother along with the questioner's sister?

Your paternal uncle's daughters who were nursed by your mother are considered your sisters through fosterage (رضاعة), and thus they are mahram (definition) to you. As for the daughters of your other paternal uncles who were not nursed by your mother, they are not your siblings through fosterage, and therefore it is permissible for you to marry their daughters.
