If you know that the programs you participate in developing will be used for an unlawful act, then it is not permissible for you to participate in their development. This is because means take the rulings of their ends, and every means leading to something unlawful becomes unlawful, based on the Almighty's saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression." If you are certain or highly assume that they will be used for an unlawful purpose, you must immediately leave this work and seek another. However, if you cannot find another job and have no money, it is permissible for you to remain in it out of necessity, based on the Almighty's saying: "And He has already explained to you what He has forbidden to you, except for that to which you are compelled." What is permissible to take then is only what suffices to meet your needs, based on the Almighty's saying: "But whoever is compelled, neither desiring [it] nor transgressing [its limit] - there is no sin upon him." However, if you design these programs and do not know how they will be used, or if you highly assume they will not be used for an unlawful purpose, then there is no impediment to participating in their development and continuing in the work.
