Is it permissible for the Imam not to perform the prostration of recitation (Sujud al-Tilawah) and not inform the congregants thereof, and is it permissible for him not to adhere to resuming the recitation from where the previous Imam stopped?

Prostration of recitation (Sujud al-Tilawah) is recommended, not obligatory. So, if the Imam omits it, there is no sin upon him. It is not permissible for the congregant (ma'mum) to prostrate if the Imam does not prostrate, because "the Imam is appointed to be followed." If the congregant prostrates knowing that it is forbidden, his prayer is invalidated. Otherwise, he is excused due to his ignorance. Those who prostrated without the Imam prostrating are mistaken, but their prayer is valid due to their ignorance of the ruling. There is no objection to the Imam reciting from a different position than where the first Imam stopped.
