What is the ruling on worshippers prostrating after the Imam requests them to do so for his recitation of a verse of prostration on the minbar? And what is the ruling on one who does not prostrate? And what is the ruling on the Imam making such a request?

Prostration of recitation (sujud at-tilawah) is a Sunnah and not obligatory. If the Khatib (preacher) recites an ayah of prostration on the minbar, he may descend and prostrate, or prostrate on the minbar if possible. If he does not prostrate, there is no sin upon him. It is permissible for the Khatib to instruct the listeners to prostrate with him if he prostrates, and the listener should not refuse, as it is a Sunnah for him. However, if the Khatib does not prostrate, he should not instruct the listeners to prostrate, due to the difference of opinion among jurists regarding the prostration of the listener in such a case.
