Is a man's saying "I divorce her" in contexts such as "If you do this, I divorce her," or "If the paper doesn't reach me, I divorce her," or "If the Iqama is not established, I divorce her," considered an oath or a conditional divorce?

These formulas, which involve conditioning divorce on a future action in the present tense, such as "I will divorce her," do not effect a divorce, because it is merely a promise. Sheikh al-Islam Ibn Taymiyyah mentioned that a promise of divorce does not take effect, nor is it obligatory or even recommended to fulfill it. One must be cautious about habituating the tongue to utter divorce, and be keen on marriage, which the Shariah described as a solemn covenant.
