As for commissions for publications and collection fees, there is no harm in them, provided that the amount is fixed and does not increase with the increase of the debt; otherwise, it would be a trick to engage in usury. However, late fees are explicit and forbidden usury. They are like the saying of the people of Jahiliyyah, "Either you pay off [the debt] or you increase [it through interest]," and Allah has forbidden it by His saying: {O YOU WHO HAVE BELIEVED, FEAR ALLAH AND GIVE UP WHAT REMAINS [due to you] OF USURY, IF YOU SHOULD BE BELIEVERS.}
