What is the ruling on taking a commission from clients for deferred payment invoices to cover printing costs, follow-up fees, and late charges?

As for commissions for publications and collection fees, there is no harm in them, provided that the amount is fixed and does not increase with the increase of the debt; otherwise, it would be a trick to engage in usury. However, late fees are explicit and forbidden usury. They are like the saying of the people of Jahiliyyah, "Either you pay off [the debt] or you increase [it through interest]," and Allah has forbidden it by His saying: {O YOU WHO HAVE BELIEVED, FEAR ALLAH AND GIVE UP WHAT REMAINS [due to you] OF USURY, IF YOU SHOULD BE BELIEVERS.}
