Is it permissible for a Muslim woman to excessively kiss and embrace another woman in public places where men are present, for fear of arousing their desires?

The basic ruling is that kissing and embracing between women is permissible, especially upon returning from a journey or similar situations. However, if these actions occur in front of non-mahram men and lead to fitna (temptation) or arouse desire, then they are impermissible, due to Allah's saying: "And let them not strike their feet so as to make known what they conceal of their adornment."
