What is the ruling on delaying the first congregational prayer out of negligence and then joining the second congregation, and is the one who does so sinful?

Congregational prayer in the mosque is obligatory for able-bodied men. Abdullah ibn Mas'ud (may Allah be pleased with him) said: "Whoever would be pleased to meet Allah tomorrow as a Muslim, let him regularly observe these prayers wherever the call to them is made," and that falling behind from it is hypocrisy. The obligatory congregation is the first congregation, and it is not permissible to fall behind from it except for an excuse. Intentionally delaying to establish a second congregation is an innovation (bid'ah), and the one who delays will not attain the reward of the first congregation, which is twenty-seven degrees.
